Green Shoots Grant Scheme 2024

Now open for applications until Sunday 1st September 2024. 

Green Shoots grants are available to constituted community groups and parish councils to help communities brighten up their areas in spring. 

The following bulb varieties are available to order this year:

Mixed Bulb Species 

  • Spring bulb mixture - Comprising of: Crocus Large Flowered Mixed, Tulip Rainbow Mixed, Daffodil & Narcissi Mixed
  • Long Season bulb mixture - Comprising of: Snowdrops, Crocus, Narcissi, Tulips, Mixed Alliums

Individual Bulb Species 

  • Daffodils

How many bulbs can we select?

Bulbs are provided in multiples of 1,000 bulbs. The minimum order is 2,000 bulbs. For example, this could be a combination of 1,000 daffodils and 1,000 crocus.   

How much will the bulbs cost? 

The bulb prices are in the table below.  NWLDC will cover 50% of the cost of the bulbs.  Parish councils and community groups will pay the other 50% plus a delivery charge.

Who will order the bulbs?

NWLDC will buy the bulbs in bulk, which means we can get the bulbs at the cheapest rate possible.  Our Community Focus Officers will then deliver the bulbs to each of the groups. 

Who will plant the bulbs?

You will then mobilise your volunteers and arrange your own planting days in autumn. 

How do we pay?

Once you have received confirmation that your grant request has been successful, we will inform you of the date of delivery.  Following delivery, you will receive an invoice with instructions for payment. 

Do we need to get permission for planting?

Where your group/organisation is not the landowner, you will need to demonstrate that you are the long-term lease holder or have secured agreement with the owner for developing the project. 

If you intend to plant on the public highway you will need to contact Leicestershire County Council to gain permission by applying for a licence to cultivate. Click here to access the LCC contact form. 

Licence to cultivate                                                                                                                           

As highway verges are used by public utility companies to install and access their equipment, the licence ensures that those doing the work and that live in the environment are safe and those affected by the planting are happy with the works going ahead.  When completing the form please include as much information as possible regarding the location you wish to plant and what you will be planting.  A charge is made for the licence. Leicestershire County Council take the safety of anyone working on the highway extremely seriously. An average of 70 people a year are seriously injured as a result of contact with underground electricity cables, so it is imperative that any planting of bulbs is done so safely.”   

Who is responsible for health and safety and public liability insurance?

Your group will be entirely responsible for any health and safety requirements when planting your bulbs, particularly if you are intending to plant on the public highway.  Your group/organisation will need to have its own public liability insurance in place or approach your local parish/town council to operate under their insurance.
