'Made' Plan
On 19 February 2024, North West Leicestershire District Council 'made' the Lockington and Hemington Neighbourhood Plan (2024) . It now forms part of the development plan (alongside the North West Leicestershire Local Plan) and should be used in the determination of planning applications in Lockington and Hemington parish.
The District Council has published a Final Decision Statement in accordance with the neighbourhood planning regulations.
A hard copy of the plan and the Decision Statement can be viewed at the council's Customer Centre by appointment. Please contact the Planning Policy team to arrange.
Referendum
The Lockington cum Hemington Neighbourhood Plan Referendum took place on Thursday 25 January 2024. The question asked at the referendum was: Do you want North West Leicestershire District Council to use the Neighbourhood Plan for Lockington cum Hemington to help it decide planning applications in the Neighbourhood Area?

The Examination has now concluded. The Examiner issued their report on 9 October 2023. It was concluded that, subject to some proposed modifications, the Lockington-Hemington Neighbourhood Plan could proceed to referendum.

Lockington-Hemington Parish Council has submitted the Lockington-Hemington Neighbourhood Plan to the District Council. In accordance with Section 16 of the Neighbourhood Planning (General) Regulations 2012, we consulted on the plan for six weeks from Friday 16 June to Friday 28 July 2023.

Pre-submission Consultation
The Parish Council consulted on a draft version of its Neighbourhood Plan between 30 January and 13 March 2023. Details can be found on the Lockington-Hemington Parish Council website.
Neighbourhood Area Designation
In March 2021, Lockington cum Hemington Parish Council applied to North West Leicestershire District Council for designation of a Neighbourhood Plan Area.
Regulation 5A of the Neighbourhood Planning (General) Regulations 2012 (as inserted by the 2016 The Neighbourhood Planning (General) and Development Management Procedure (Amendment) Regulations) requires that where an application for designation is received from a Parish Council and the area proposed to be designated consists of the whole of the Parish Council’s area then the application should be approved, without the need for consultation.
The area designation was therefore approved by North West Leicestershire District Council on 5 May 2021.
