Swannington Neighbourhood Plan

'Made' Plan

On 22 March 2023, North West Leicestershire District Council 'made' the Swannington Neighbourhood Plan (2023). It now forms part of the development plan (alongside the North West Leicestershire Local Plan) and should be used in the determination of planning applications in Swannington parish.

The District Council has published a Final Decision Statement in accordance with the neighbourhood planning regulations.

A hard copy of the plan can be viewed at the council offices by appointment.  Please contact the Planning Policy team to arrange.

Referendum

The Swannington Neighbourhood Plan Referendum took place on Thursday 2 March 2023. The question asked at the referendum was: Do you want North West Leicestershire District Council to use the Neighbourhood Plan for Swannington to help it decide planning applications in the Neighbourhood Area?

The result was:

Yes - 108

No - 26

The District Council is required to make (i.e. adopt) the Neighbourhood Plan within eight weeks of the Referendum.

The examination has now concluded. The examiner issued their report on 19 December 2022. It was concluded that, subject to some proposed modifications, the Swannington Neighbourhood Plan could proceed to referendum.

Pre-Submission Consultation

The Parish Council consulted on a draft version of the Neighbourhood Plan between 25 October and 6 December 2021.  All relevant documentation can be found on the Swannington Parish Council website. 

Neighbourhood Area Designation

In November 2018 Swannington Parish Council applied to North West Leicestershire District Council for designation of a Neighbourhood Plan Area.

Regulation 5A of the Neighbourhood Planning (General) Regulations 2012 (as inserted by the 2016 The Neighbourhood Planning (General) and Development Management Procedure (Amendment) Regulations) requires that where an application for designation is received from a Parish Council and the area proposed to be designated consists of the whole of the Parish Council’s area then the application should be approved, without the need for consultation. 

The area designation was therefore approved by North West Leicestershire District Council on 7 January 2019.
